Kelly Tymburski

Kelly Tymburski is a Consulting Principal based in the United Arab Emirates. A dual-qualified legal professional (Barrister and Solicitor in Ontario, Canada; Solicitor in England and Wales), she has extensive expertise in telecoms, media and technology (TMT) and related international regulatory and commercial matters.

Kelly advises on the full scope of TMT issues, including technology and telecoms contracting, data protection, e-commerce, media, advertising, and licensing matters. She is recognized for her experience and expertise in TMT regulatory matters and has advised numerous Middle East government authorities on the development of new laws and regulatory frameworks in these sectors. Having been based in the region since 2007, she also advises on wider commercial issues, with an emphasis on distribution and agency arrangements to help facilitate multi-national clients entering the Middle East.

Kelly has supported a wide range of regional and multi-national clients on TMT licensing, compliance, and related issues in the Middle East and Africa regions. She has a unique appreciation for clients’ practical needs and business objectives, having worked in-house on a secondment basis with clients including the UAE Telecommunications Regulatory Authority, Travelport International, and Emirates Airlines. She has also served as regulatory counsel to the SAMENA Telecommunications Council, an industry association with members from Africa, Europe, and the Middle East addressing national, regional, and international regulatory issues affecting the TMT industry.

Kelly has been ranked as a “Leading Individual” and top-ranked lawyer in the United Arab Emirates for TMT (Legal 500 and Chambers Global). Furthermore, she is praised by her clients as being “well known for her work in TMT, which has a particular emphasis on issues of regulatory reform”, while at the same time also being highly regarded for her work on broader commercial matters in the TMT space, as per Chambers Global 2022.  She regularly works with both public and private sector clients in the TMT space across the Middle East and Africa regions.
